On 14 April 2022, two tribal villagers namely Dalsu Hichami and Ashok Naroti were kidnapped and killed by the Maoists in Gadchiroli district of Maharashtra. According to media reports, the victims, who were in their 20s, were kidnapped from their homes on the night of 13 April 2022. While Hichami was murdered at Jharewada, Naroti’s body was found at Golgatta. Their bodies were foundwith several injuries. Alongside their bodies, Maoist pamphlet was reportedly found labelling the victims as ‘policeinformers’. Killing of innocent people by the armed opposition groups is a violation of the international humanitarian law. IRAC sought the immediate intervention of the National Human Rights Commission by taking the following measures:
- Direct the state government of Maharashtra to order an inquiry into the killing of DalsuHichami and Ashok Naroti by the Maoists in Gadchiroli district and submit a report to the Commission within one month;
- Direct the state government of Maharashtra to register a case of murder and bring the perpetrators to justice;
- Direct the state government of Maharashtra to pay an interim compensation of Rs 10 lakhs each to the next of kin of the deceased; and
- Take any other measures which the NHRC deems fit and proper.
