On July 10, 2023, a tribal identified as Kalindar Ram Shandilya (35 years) was tortured and humiliated by a group of non-tribal persons at Mayapur village under Pratappur police station in Surajpur district, Chhattisgarh. The accused persons tied the victim to an excavator machine
The victim was walking towards his village Sarhari from Mayapur along the under-construction road when he was stopped by some non-tribal men at a spot where a JCB excavator was parked. The non-tribals accused Shandilya of stealing a mobile phone and abused him. Then they allegedly tied his hands to the excavator machine with a rope and brutally thrashed him. Before releasing, the victim was also beaten with slippers after they spat on them and threatened with dire consequences if he reported the matter to anyone. Three of the accused have been identified as Abhishek Patel, Krishna Kumar Patel and Sonu Rathore.
The incident constitutes atrocities against a member of the Scheduled Tribe by non-SC/ST persons. IRAC sought intervention from the National Human Rights Commission by taking the following measures: Direct the state government of Chhattisgarh to register a case and investigate the incident and further prosecute the accused persons under relevant sections of IPC and the SC/ST Act and submit a report within four weeks; Direct the state government of Chhattisgarh to provide a compensation of Rs 5 lakhs to the victim as per the existing SC/ST Rules.
